Want to separate out the Delete permissions from the Create and Update permissions for key RBAC roles

In the past, the customer has had many cases where people and teams have accidentally deleted resources such as Applications.  They want  a VERY small number of people that have the ability to delete objects.  Today, when going into the RBAC settings, Create, Edit, and Delete are all part of the same permissions.    We require that these be separated out.

Using segregated team scopes and properly defined roles for the team members the impact can be significantly reduced.
Those accidentally deleting items are not properly enabled/educated and should not be allowed to create or edit such items. (how is editing to unusable more acceptable?)

Contribution filters allow teams to create only within their scopes and members without configure permissions can still automatically see newly added APs. The same structure is planned for Logs and Infra in 2H2026
