Show current time zone when setting Maintenance Windows

When configuring a Maintenance window in the "Change maintenance window" screen. There is a message under item 3:

All dates and times are in "UTC". You can change this to local time in the User settings > General user interface settings

It would be most helpful if the current setting was displayed in this section.  Such as:

"Start time: UTC / End Time: UTC"
"Start time: EDT / End Time: EDT"
"Start time: IST / End Time: IST"

I have tried toggled the "Format time according to UTC" in "User Interface setting" on and off.  Refreshed the page, logged out and logged back in and  the times for the maintenance windows do not change.  Please either say all times are in UTC with no exceptions or permit people to change their local time zone and adjust the times.  Don't leave people guessing...
