Want popctl to allow provisioning of a 3 node cluster for synthetics

Instana delivered popctl with the ability to create and manage a single node k3s cluster and synthetic PoP.  But, single node deployments lack scalability and it lacks resiliency.  If there are problems with the single kubernetes node, then the synthetics will fail.   The customer wants 3 nodes so that if a single node is having issues, the synthetic monitoring willl still function.

In addition, over time, the customer will add more and more synthetic scripts.   At some point, it will go beyond the capacity of a single node.  They would like a 3 node cluster so that they can handle more capacity.
