Restrict access to Heap Dumps

Currently everyone who has access to a JVM infrastructure perspective in Instana can also create a heap dump from there. Heap dumps might contain sensitive information. This access to the heap dump implies a major security and compliance issue for us an might result in not being able to use Instana as a monitoring solution any long.

    Adding new or missing permissions is on our roadmap to be addressed. Although it is not in the immediate future, we're planning to get started on these items this year.

Heap Dump and Thread Dump options for JVM should be controlled by RBAC

As an Instana administrator I want to be able to limit Instana users ability to trigger a heap or thread dump from the Instana UI using RBAC so that I can prevent unauthorized users from doing this.
