Add possibility to change pollIntervalSeconds for all JVM custom metric sources

It appears only prometheus-java-client-library has the possibility to change pollIntervalSeconds and changing it DOES NOT appear to affect the other JVM custom metric sources, like micrometer.

It would be nice for performance reasons to increase it from the default 1s (that is the granularity we see in the User Interface). I suggest separate setting under each, but also a global option directly under com.instana.plugin.java
