We have customer with core production using IBM HTTP Server on Windows 2016.
Regarding IBM Instana documentation only Linux is supported for tracing:
Supported Versions - Tracing
Apache HTTP Server 2.4.x, on Linux x86_64.
Apache HTTP Server 2.2.30 or higher, on Linux x86_64.
IBM HTTP Server version 9.0.x, on Linux x86_64.
IBM HTTP Server version 8.5.5.12 or higher, on Linux x86_64.
