Better Agent update management

Controlling and managing agent updates is difficult, and at times does not work, or at least, does not work as expected. We have had difficulty suspending updates in K8s - turning it off has been temporary, finding it on again. Automatic updates have at times failed, causing outages in observability, and there is no mechanism to KNOW that the failure has happened The provided mechanisms for managing updates are arcane, requiring a mapping of SHA to version and editing host-based configuration files and never knowing which versions may or may not introduce difficulty.
