Provide a way to disable Java distributed tracing on per app basis

The documentation shows a way to disable distributed instrumentation tracing for Java apps through host agent configuration:

However, that impacts all apps running on the host.

Provide a way for an app to disable Java tracing by setting an environment variable or system property on a Java process.

We want to avoid modifying the host agent configuration. We want the application themselves to determine the disablement of Java tracing.


Also note that this is different from ignoring monitoring by process:

We want to continue monitoring the processes but possibly disable distributed instrumentation tracing.
