"tag prefixes" in infrastructure map

Suppose we have 3 agents with the following tags:
agent1: app=shop1
agent2: app=shop2
agent3: app=shop1 + app=shop2
When I open the InfraMap grouped by tag prefix “app=” I see two groups (shop1 and shop2) and the agent3 belongs to one of them – dependant of which tag eventually comes first in the (unfortunately unordered) tag list of that agent.
Please change the implementation, so that I will get a deterministic result with three groups – with the 3rd one probably named “shop1,shop2".

There are competing considerations between displaying duplicate entities, the various combination of tag groups and putting it in a group to start. For the time being the preference would be to not create duplicate entities or additional pseudo-groups.
