Migration feature should not be visible for all

Currently the Migration feature can be accessed by any user logged into Instana.

I was able to test and reproduce this behaviour on a local On-Prem install by enabling the following feature flag:

configMigrationFeatureEnabled

Any user can then see and execute an export/import in the Settings.

This could also expose information and should be seen as a security risk.

The visibility of this feature should only be available to Owners / configurable via RBAC.
