Creation of a transport module for message bus probe to support GCP pub/sub topic

Require a tool in the Netcool Omnibnus toolbox that can connect to a Google Cloud pub/sub topic to pull events from Google Monitoring that are written to the Pub/Sub topic as a Google Cloud Monitoring Notification Channel. Internal network security with firewalls and source IP's, make it very challenging to support a PUSH using a webhook. Need a pull capability.

    Integration can be achieved through the use of LogStash and the Message Bus Probe, but it would be better to have a native Message Bus transport for Google Pub/Sub
