ASM Jobs that hit the max_capacity of 10 should pend and then retry, rather than go to Failed. (On prem version and possibly cloud version too)

We have a lot of VMWare observer jobs on ASM 1.1.16 on prem that occasionally hit the max_capacity value set to 10.  The jobs go into a Failed state and never restart unless manually restarted.

 

ASM should have a Pending or Waiting state and retry these jobs when the number of jobs running is freed up.  Additionally it would be useful to have a user configurable setting where we could override the max_capacity value from 10 to something else, say 15.
