Watson AIOPS / Netcool® Operations Insight - Event Manager Operator to support manual PVC provisioning

Currently the Event Manager operator(https://www.ibm.com/docs/en/noi/1.6.7?topic=about) requires specific storage classes to be selected when installing the Operator with the persistence option enabled.
This approach requires to have a storage class which can provision PVCs dynamically.

The enhancement idea is to have more configuration options during the Operator installation, specifically to allow selecting already pre-provisioned PVCs manually(cassandra, elasticsearch, kafka etc).
This use case would allow manual creation of PVCs and then assigning them manually when the Operator is installed.

Lot of customers have limitations on what PVCs they can provision, hence the dynamic storage class is not an option in many scenarios.

With a manual PVC option we could attach/reattach the specific PVCs easily as well post-installation. And it could also allow us to reinstall the operator easier without any data loss.
