For NOIHybrid Deployment SESSION_COIKIE_SAMESITE should be exposed in NOIHybrid yaml file

For Customer with NOI Hybrid Deployment if OCP and Webgui are on separate Domain, user has to manually set SESSION_COIKIE_SAMESITE = "None" in Environment variable in commom-ui-uiserver deployment. for Any reason id user reconfigures the NOI hybris instance file, the deployment file is replaced form image rposistory and user has to remember to set the environment variable. It can be very frustrating if someone forgets it. As separate domain for webgui and OCP will not change, this environment variable should be part of initial configuration so user doesn't miss it every time NOIhybris instance is upgraded sue to some of the reasons like Storage parameters are updated, or new observer is installed.
