Provide alternative to Multus for Cassandra replication

Bank of America is unable to leverage a Multus network on their OpenShift clusters in order to enable Cassandra replication for georesiliency. Full georesiliency for the datastores is an essential requirement for BofA to bring NOI / CP4AIOps into production.

BofA is currently on NOI 1.6.10, so this solution will need to be delivered for the NOI codebase as well as the CP4AIOps codebase (anticipating a move to 4.x later in 2024, likely due to NOI codebase evolving until parity with CP4AIOps). 

BofA is unable to add additional NICs to the bare metal nodes running their OCP clusters, which would be a requirement in order to leverage multus. All of their internal OCP clusters have the same CIDR range. We have worked closely with Red Hat to identify these limitations and evaluate potential paths forward.

The most likely path forward would be to use skupper or Red Hat Service Interconnect. We could potentially use a Kubernetes Service resource to assign a broadcastable static IP address for Cassandra pods and tunnel that through skupper to Cassandra pods on another OCP cluster. This needs to be tested and validated by IBM Development before proceeding with an approach to productize this solution.
