Improve customizability of resource management UIs to serve as landing page for specific operators / business personas

The resource management pages should provide more customizability to show different data types and KPIs relevant to specific operators / business personas / application owners. When you are viewing an application/service in the resource management page, you only have the option to see incidents on the lefthand side of the screen and the topology on the righthand side of the screen. This should be customizable based on user preference, e.g. see a filtered group of alerts next to the topology, not just the list of open incidents. This shouldn't just be a use case for custom dashboarding -- this capability should be built in the resource management page allowing users to select their preferences, drag/drop if possible, rather than requiring the end user to go through the process of creating a custom dashboard.
