Allow HTTP actions to be created with insecure API endpoint

When creating a HTTP action, if you enter a API endpoint that beings with just http, not https, you get the following error message: "This field must be a valid https URL or start with a parameter of type 'string'. Either allow http endpoints (very helpful for testing a PoC purposes), or change all of the text in this UI and in the documentation to indicate this is for https only.

    The runbook team is evaluating options in how this functionality could be implemented in a POC or by exception, however, I am updating this to will not implement for the moment as this could trigger security scan fails for CP4AIOps and may not be compliant with some customer's requirements. I will update this RFE should a secure approach be possible.
