AIOps 4.4 - To support Configurable Parent Summary Propagation other than earliest firstOccurrenceTime

In AIOps 4.4, the Event Grouping Parent Summary propagation from Child Event is solely based on the earliest firstOccurrenceTime

For Customer who want to upgrade from NOI 1.6.x to AIOps 4.4, this is a challenge.

In NOI 1.6.x with CNEA and ASM, the Event Grouping Parent Summary propagation is based on the CEAEventScore field. Use can augment the score using Impact Policy to achieve the desired Probable Cause 

With AIOps 4.4, the next closest thing could be Incident. However, Customer wants does not want to create Incident for too many candidates.
