Fixed threshold for Metrics Anomalies

Metrics Processing currently works based on a dynamically measured baseline and alerting based on the various models. In the majority of scenarios, this will deliver positive business outcomes.

It would be beneficial to also be able to set a "Fixed Threshold," which would deliver an alert irrespective of the dynamic baseline.

An example of where this could be relevant would be in measuring CPU or disk utilisation, which is steadily increasing over time. The learned baseline would gradually increase but a fixed threshold of (e.g.) 85% would alert when the KPI reaches this level, irrespective of there being an anomaly or not
