Mttrpad snmp probe to keep track of trap sequence id (TS015874858)

Currently we have nco_p_mttrapd probe instances which are receiving SNMPV3 over udp alarms from our network components & other element management system.
UDP packets as we all know will be least prioritized and chances are that it might be dropped. But this is causing a major impact to our business & end user experience as some of the critical alarms gets dropped.
The end devices/element management systems we have today only support sending snmp traps over udp.
They are requesting us to keep a track of the alarm sequence id that is being received and initiate a re-transmit request by sending a SNMP GET request to re-forward those alarms to their element management system.
Please let us know if this is feasible and second available functionality currently in netcool probes?
The case TS015874858 contains the email from our Nokia vendor where they have shared documentation stating that other vendor fault management systems do have & support this functionality.
