Enable users to be configured with a "Read Only" Role

With the extension of capabilities in AIOps to include a more "business" concepts such as "Incidents" there are a lot more users who would benefit from having a realtime view. This will enable the customer to extend the visibility of business impacting events and the status to a broader audience.

These users would generally require ONLY read-only access which is not currently available

This request is to enable a read-only access.

The extension of the simplistic concept is to allow more granular read-only access to different functions of the system
