Enable filtering by role to work when verifying console integration

In the NOI hybrid deployment, NOI configures automatically some console integrations in WebGUI.
In the current design, the console integrations are verified at user login, even if the role settings prevent the login user from accessing those consoles.
And if those consoles are unreachable from the browser, a popup appears explaining the use of untrusted certificates, even if the server certificate is imported as a trusted certificate in the browser. This pop-up description does not accurately describe the situation.

Filtering by roles of the logged-in user before console integrations validations would prevent unnecessary validations and the inappropriate pop-up for the user.

Without this enhancement, the WebGUI cannot be shared between user group that use the integrated console and user group that do not have a requirement to use the console and are unreachable to it, so separate WebGUIs must be built for each user group.
This enhancement allows users with different requirements to share a single WebGUI, which is expected to improve architectural flexibility.
