Limit the number of children events in Scope Based Event Grouping Policy

Currently, any number of children events can be added to a parent event or group using Scope Based Event Grouping.

At present, 100s of events can be grouped under a single parent group.

However, there should be a way to limit the number of children events in a particular group.

There is a property available for minimum number of children in a group but there is no such property for max children in a group.

Once the limit of max children in crossed, a new group should be created all the new children events should into that new group.
