Enable monitoring user for PostgreSQL database of CP4AIOps NOI hybrid application - monitor using Instana

TELUS is using Instana to monitor performance of CP4AIOps & NOI application. This is to provide visibility into underlying application & infrastructure components & proactively identifying issues. We have noticed that we need to have dedicated user for the PostgreSQL database. CP4AIOps uses different PostgreSQL databases and we need a dedicated user that can provide monitoring & visibility into all of those underlying databases without needing to create multiple users for each database. This will help solve the problem we are trying to solve & makes easy to configure it. Please refer more details about the type of configuration we are trying to do using Instana. This feature will enable TELUS team to automatically discover & proactively monitor PostgreSQL databases under CP4AIOps application.

This will help identify & alert if the database performance deviates from normal utilization & identify problems before it start impacting the broad application. 

As of today, it is limiting TELUS to not able to discover & monitor all the databases and TELUS team is not able to identify day to day issues related to PostgreSQL.
