Create a policy to enrich alert

Our client is currently relying on Netcool Impact to enrich fields of each CP4AIOps integrated alert, via a CP4AIOps -> Impact policy. The CP4AIOps policy passes in the full alert to the Impact policy, which computes new custom fields, then patches the alert, via the CP4AIOps issue resolution API. Client is suggesting that CP4AIOps take directly care of this enrichment with a new policy type that could execute either a shell script, or an http call, or a kafka push.

This has been added to the backlog and is planned for delivery in 1H26, two approaches will be available:
    1. Extension to the CP4AIOps Policy Engine to allow for custom enrichment policies using a standard set of connectors. A further extension is planned for later to allow for more complex python scripts to be executed as part of the policy, including enrichment transformations against the alert.
    2. Ability to deploy Impact as part of AIOps. This is also planned as a follow up to the more basic enrichment as part of AIOps and will be an alternative to python for more complex enrichment policies.
