TSRM Gateway to check whether a ticket exists in Maximo before retrying the create process

When the gateway ticket creation attempt fails due to a timeout in the web server, the ticket is sometimes created on the Maximo side. When the gateway retries the failed operation and succeeds, a duplicate ticket is created for the ExternalId (ServerName/ServerSerial). The user then has to manually delete the duplicate(s).

The enhancement is to add functionality to the gateway to make it check whether an entry already exists in Maximo before making the CREATE request again.
