Support for Cognos password 25+ characters allowing special characters

GIS is requiring the Cognos application us service ID passwords with min 25+ characters supporting special characters.  IBM support has stated that "Passwords in Cognos Configuration do not have a password policy associated with them in Cognos (they may be for an account that is part of an external namespace or component that has its own password policy). Others (dispatcher password, keystore passwords) do not have a password policy as described.

Caveats of issues we've seen in the past:

passwords in Cognos Configuration that use XML reserved characters have been known to cause problems. The password contains XML special characters like <, >, etc

passwords that use OS special characters can cause issues with command line functions like firing triggers unless properly escaped (see: https://www.ibm.com/support/pages/cognos-bi-triggersh-fails-when-character-appears-password-or-trigger-name)
