Enable High Availability (Multi-Replica) Support for noi-webgui StatefulSet in Cloud NOI Deployments

Current Issue:
The noi-webgui component in IBM Netcool Operations Insight (NOI) cloud deployments runs as a StatefulSet with only 1 replica, creating a single point of failure that causes service downtime when the pod restarts or fails.

Business Impact: 
- Service disruptions affecting critical operations monitoring 
- Loss of visibility into network and system alerts during WebGUI downtime 
- Operational overhead from manual intervention during pod failures 
- Potential SLA breaches for monitoring services

Requested Enhancement:
Provide native support for high availability configuration of the noi-webgui component by:
1. Multi-Replica Support: Enable scaling noi-webgui StatefulSet to 2+ replicas 
2. Load Balancing: Implement proper load balancing between WebGUI instances 
3. Session Management: Ensure session persistence or sharing across replicas 
4. Configuration Guidelines: Provide documented procedures for HA setup 
5. Health Checks: Enhanced readiness/liveness probes for replica management

Expected Benefits:
- Eliminate single point of failure for WebGUI access 
- Reduce mean time to recovery (MTTR) during component failures 
- Improve overall system availability and reliability 
- Support for zero-downtime maintenance and upgrades

Current Workaround: 
No documented solution exists for WebGUI high availability in full cloud NOI deployments.
