Enable API access to alert comments (journals) in Watson AIOps.

In our current migration from Netcool OMNIbus to Watson AIOps, we have identified the lack of an API to programmatically retrieve historical alert comments (journals). This capability is essential for audit purposes, operational traceability, and incident analysis. In OMNIbus, such access was possible through database queries.

Enabling an API that exposes alert journal data (including author, timestamp, and content) would benefit customers who rely on historical context for alert resolution and reporting. It would allow teams to integrate this data into dashboards, reports, or post-mortem tools to ensure operational continuity after transitioning to Watson AIOps.
