Re-trigger SNOW ticket creation for the AIOPs incidents or events missed SNOW tickets in case of any failure

In case of any AIOPs incident or an event missed with SNOW ticket creation due to any long period of outage or any other reason, We expect AIOPs to retrigger SNOW ticket creation so that no eligible ticketing event misses SNOW ticket creation.

Sample Scenario:

OCP upgrade happened and due to some reason,many of the AIOPs pods went to crashloop state.It took almost 8 hrs to identify the cause, apply the solution and bring the system to normal state. Due to default(recommended) Kafka retention settings of 4hrs-6hrs, the system missed creating SNOW tickets for the incidents that occurred during this down time.


When the AIOPS system is brought back to its normal state, it should retrigger SNOW ticket creation for the missed ones.
