Manage user preference

As a customer, we would like allow every user can change is preferences in Cloud Pak UI.
At this stage, when a user logon, solution detect language and provide UI in web browser language, end user timezone and date/time format aligned with web browser language to.

We would like to be able to set preference (or global to solution or local to user) for example to be able to, from a computer based in Porto (not same time zone as we are in Paris) to set:
1) Time zone as if we were in Paris
2) UI in English
3) Date en time format as DD/MM/YYYY HH:mm:ss 

 

So idea is to allow user to manage (or not: this must be managed by RBAC) is own preference to display Cloud Pak Web UI.
