Need RBAC role for users that can act on alarms but not change filters/views

There needs to be granular control over roles to have users that can act on alarms but not change filters or views. This is a core requirement for enabling CP4AIOps as a shared service across different lines of business with different responsibilities for applications and IT system. Currently the RBAC does not have this level of fine-grained control. We have 2 permissions "waiops_view_operational_data" and ""waiops_manage_operational_data". The "view" persona is like read only, and "manage" can manager filters, views, etc. As of today, it is not possilbe for admin to allow someone to manage filters and not views. To be able to execute right click actions, users need "waiops_manager_operational_data" permission which will give the user the ability to manage filters/views as well.

Ultimately, for existing Netcool customers, CP4AIOps will need to provide similar permissions that were in Netcool (for alarms), otherwise there will be a gap at the next step when using the Netcool connector.

    My customer will have users from different teams and orgs wanting to see AIOps data; they need fine-grained control over what those users can do.
