Allow resolved Alerts to be removed from open incidents instead of remaining in CLEAR state

When integrating AIOps with existing element or event managers, changes in alert state between systems need to be reflected at all levels.

Currently, if an Alert (received from an Event from an external source) within AIOps is part of an Incident which includes other open alerts, receiving a "resolution" event update will cause the Alert to move to CLEAR status but not to CLOSED. If the sending system then later (hours, days) sends a new occurrence of the original Event, it will cause this CLEARed Alert to move back to OPEN status; this results in a mis-match between the two systems with AIOps reflecting updates to a single Alert but the source system having opened/closed an Alert and then opened a second one (all be it a duplicate). 
 

This can be resolved by allowing the original Alert in AIOps to move through the expected lifecycle to CLOSED state even if it's part of an open incident.
