I've been discussing this with Matt Duggan today and he's aligned and in agreement on the goals of the IDEA. In fact much of the content of the document attached are from direct discussions with him.
From the context of UX, it is important for the view to clearly indicate whether a filter is applied or not, we can rely on a well-educated User to understand the consequences of such a filter. Similarly, it would be good to have the ability to specify a global filter as default for a specific view.
