API needed for automation of user groups, profiles, alert filter, and restriction filter creation

We need the ability to automate creation of user groups, profiles, alert filters and restriction filters via an API.  Currently there does not appear to be an API available for this.   The existence of the migration tool suggests that the needed functionality does exist (at least for alert filters), but it is not currently exposed as an API (or is not documented if it is exposed).

The Netcool WebGUI WAAPI provides some of this functions in Netcool, but does not appear to have a counterpart in AIOps at this time

    Additionally, this functionality is needed for migrating filters/profiles/views/etc. from non-prod environments to prod environments.
