Extend Metric Restriction Filter capability to allow filtering by (arbitrary) Attributes on ingested data

Current RBAC Restriction Filter capability is limited to setting filters by Properties, which is restricted to 3 fields (resource, metric, metricGroup). Customers are typically using additional Attributes on ingestion to provide metadata, some of which is extremely valuable for setting restriction filters.  Examples include security classification, resource ownership, resource priority etc.

It would be extremely valuable to be able to write RBAC Restriction Filters for metrics that take account of this additional metadata. Allowing  metric restriction filters to be defined against metric Attributes would enable this. Customers frequently require the ability to e.g. only show "unrestricted" (security level) data to certain groups of users but prevent them from viewing data against metrics classified as "secret" resources. Similarly, "only show metrics for the resource ownership group(s) I am a member of" is important both from a usability but also a security perspective. All of these capabilities are enabled by allowing RBAC filters to be written against specific attribute criteria matching the customer's ingested data.
