Topology: During Dynamic Template definition, allow copying of seed resource tags to the Resource Group tags

Customers making use of Tags to provide searchable metadata for resources would benefit from being able to propagate those tags up to Resource Group level. This would especially enable searchability of Resource Groups based on that metadata and also facilitate Restriction Filter definition (where customers have used tags to embed ownership / management / security classification data and wish to apply the same rules at Resource Group level).

Currently customers can manually specify tags to apply to Resource Groups created from a template but these are "static" (applying to all Resource Groups created from the template). Consider the case where a Dynamic Template is built to model "all edge switches in the network and their connection to core routers". It is likely that some of these will face inwards, some outwards. They may have different owners or service providers, or carry different security levels of traffic. If the switch has tags encoding this information it would be extremely valuable to ensure the created Resource Groups also reflect this by having those tags copied up. 


The addition of a toggle/selection box within the Template definition process along the lines of "copy Seed Resource tags to resource group" would satisfy this need.
