Allow Automatic Definition of AIOps Applications (Services) based on predefined rules / templates

AIOps provides various template mechanisms to automate the creation of Resource Groups, however Applications/Services must currently be defined "by hand" individually by an administrator. This is not feasible for customers that have many (hundreds, thousands) of  identifiable applications that it would be useful to manage in this way (e.g. for affected application management).  

In many cases, AIOps Applications/Services could be easily composed from (sets of) existing Resource Groups according to local business logic rules expressed in naming conventions (e.g. a Service RG AP001 makes use of server components in SRV001) or definable via appropriate tags during resource ingestion.  These should be amenable to an "Application Template" mechanism similar to the existing Resource Group template capabilities to allow for automatic definition and maintenance of AIOps Applications/Services.
