Modification requested for the behavior of the "Default event deduplication policy"

We request that the behavior of the "Default event deduplication policy" be adjusted to exclusively handle deduplication, and not the Event to Alert Promotion.
As of AIOps version 4.10, this policy has become mandatory for events to be promoted as alerts. This change prevents any possibility of using manual deduplication by setting the deduplication key directly from the source.
