Add Support for IBM Instana EUM JavaScript Integration in JazzSM DASH/WebGUI

Provide a supported and upgrade-safe mechanism for JazzSM DASH/WebGUI administrators to inject a customer-defined JavaScript snippet into the <head> section of every WebGUI/DASH page.

The requirement is driven by the need to integrate IBM Instana End-User Monitoring (EUM) with applications hosted by JazzSM/WebGUI, including the OMNIbus Web GUI.

The Instana EUM browser agent requires a standard JavaScript <script> tag to be present in the HTML <head> during page loads. Currently, there does not appear to be a supported DASH/WebGUI configuration mechanism for globally injecting such a script.

We investigated the deployed WebGUI application structure, including OMNIbusWebGUI.war, isclite.war, and isc.war, but there is no documented/supported application entry point that can be modified to achieve global <head> injection.

IBM Support case TS022842350 was raised to investigate this requirement. DASH Engineering confirmed that EUM JavaScript integration for DASH/WebGUI is currently not supported and recommended submitting an enhancement request.

The requested capability should provide an administrator-configurable mechanism to add arbitrary, customer-approved JavaScript to the global HTML <head> without modifying vendor EAR/WAR/JSP files.
