apply updatefornewevents at filter level in Event Reader

This request is for Netcool Impact, not Omnibus (Omnibus is selected since there's no Impact option)

The enhancement request is for the newly added "updatefornewevents" feature added to the Event Reader property file.

The newly added Event reader property (updatefornewevents) Is applied at Event reader level. To make it work, this feature would be limited to only one 'filter' in the event reader map. To make is useful in any number of filters, we'd need to have the feature applied not to the event reader as a whole but to individual filter statement – so that we could link the use of the update by the event reader filter (to prevent re-reads) and to the specific policy called (to clear the filter bit).

It will also be desirable that this feature being configurable on the Event Reader configuration / filter configuration GUI user interface.
