Liberty Core: Implement federated repositories

We implemented OIDC using Liberty Core on Netcool/Impact application for Google Authentication.


But then the VMM based user failed to access, because it is not possible to use both locally defined user and also oauth google user at the same time. If opne-id is enabled only that can be used for authentication.


So we need Liberty core to enable or implement federated repositories so Netcool Impact 7.1 FP18 and Up can be compiled on this news liberty core to support federated repositories
