Netcool Impact RFE: New policy functions to query users' role assignments and support for custom roles

This RFE is to request additional functionality for Netcool Impact, firstly, the addition of two policy functions, one to query whether a specific role is assigned to a user (either directly or indirectly), returning True/False, and another function to return a list of the roles a user is a assigned.

Related to this is for Impact to support for custom roles, in a similar fashion to the DASH.

These features function would assist with the development of more flexible Operator Views where the functionality for the users is dependent on the users' role assignments.
