Remove or restrict ncw_admin role that is required for Scope Based Event Grouping

As per IBM documentation, ncw_admin role from Netcool/OMNIbus WebGUI has to be granted to the users who want to use Scope Based Event Grouping. However, this provides higher privileges to the users unnecessarily. It allows users to update/modify something that they should not.

There is a need to remove or restrict the priviliges. But, that cannot be done until ncw_admin role is revoked from that user.
