Enhance List Widget to work with touch and mouse on devices with touchscreen

If a List Widget is loaded on any page of DASH, this List Widget will not show any Scrollbar, if opened on a browser on a device with touchscreen. So it is hard to use with mouse then. Other functionality as HTML-Links within SmartText Widget and the ability to create new pages is broken as well once List Widget is opened on such devices. This is related to a problem with the actual Dojo version 1.17 used within DASH 3.1.3.14, which shall be solved earliest with Dojo 2.0 (https://dojotoolkit.org/reference-guide/1.9/dojo/touch.html#known-issues), So IBM should redesign at least the List Widget, so that is possible to work with it if such devices are used and also that the other mentioned problems do not occur. E.g. there could be a property that turns off touch functionality on this DASH.
