NOI- on-prem analytics Group and Role Management

NOI - on prem analytics - requires better and more granular level of roles/permissions management.

Currently, whoever is granted ncw_analytics_admin Role can create/modify/delete any Configuration scans or Related Event Groupings or Seasonality Event Rule. This results in one person or team updating or deleting the Configuration scans or RE Groups or Seasonality Event Rules of the other person or team. The person or team can easily move Event Patterns or Groups from "New" to "Watch" or even "Deploy". They can end up deleting other Event Patterns or Groups which they are not supposed to.

Same is the case with Seasonality Event Rule.

Better role or group management would help to avoid this situation

Additionally, granting ncw_analytics_admin role gives the user to "Event Analytics Configuration" wizard.

Also the Scope Based Event Grouping page requires ncw_admin role which provides too much of privilges to the users.

Another RFE is already raised IRISCART-I-800 for this. Here too, there is no Role or group based privileges to manage the Scope Based Policies better.
