Add silent configuration parameters for the -newservlet CLI parameters for ITCAM DC for Jakarta support that was introduced in version 7.2.0.0.21

The customer is requesting that we create a process where all of the configuration steps can be done via a silent process, including the -newservlet related commands.

The current process requires manual steps that are not part of the silent configuration:

For the silent configuration of DC, we have not introduced any new parameters in silent input file for enabling Jakarta support. Therefore, the `-newservlet` CLI option must be used to configure all Liberty Jakarta servers.

To configure Liberty servers for both Java EE and Jakarta EE, please follow the steps below by creating two separate silent input files - itm_wasdc_config-javaee.txt, itm_wasdc_config-jakartaee.txt:
1. Java EE Configuration
* Add all Liberty servers using Java EE in the `SERVER` section of `itm_wasdc_config-javaee.txt`.
* Execute the following command:
#$CANDLEHOME/dchome/7.2.0.0.21/configuration/bin/config.sh -silent /tmp/itm_wasdc_config-javaee.txt
2. Jakarta EE Configuration
* Add all Liberty servers using Jakarta EE in the `SERVER` section of `/tmp/itm_wasdc_config-jakartaee.txt`.
* Execute the following command:
#$CANDLEHOME/dchome/7.2.0.0.21/configuration/bin/config.sh -newservlet -silent /tmp/itm_wasdc_config-jakartaee.txt

Per the customer - It would be simpler and more consistent to have the ability to specify that argument directly in the silent file.
