Increase size of summarization and pruning agent tables columns

There is an a discrepancy between the columns lengths in CICSplex_Service_Class_Analysis and CICSplex_Service_Class_Analysis_(H,D,W,M,Y). All time related decimal columns in S&P columns are defined as DEC (31,2) and do not match with CICSplex_Service_Class_Analysis table. This is S&P table design flaw, because it's not allowing to view summarized data in the same granularity as it's written into not summarized table. For instance if AAAA transaction did run several times, and elapsed CPU time was 0,00005, after data summarization into H,D,W,M,Y tables, elapsed CPU time would be shown as 0.00 - as this is current max scale of data in S&P tables
