A more robust Impact cluster failover is needed as the current heartbeat to nameserver primary is not sufficient

Currently, if the Primary Impact server is "crippled", meaning it is still up but is no longer able to process work, it can respond to heartbeat ping requests from the cluster members, causing the cluster members to think they do not need to assume the role of Primary, when in fact they do because no work is getting done on the cluster.

    I have to agree with the customer on this, as a Primary Impact Server that is running and pinging the Secondary Impact Server, doesn't neccessarily mean the Primary is still actually processing events.
