Request to create action blocks to support SonarQube SAST into Concert Workflows

For the enhancement request to integrate SonarQube SAST into Concert Workflows
 (Ref: https://github.ibm.com/roja/roja-quality-tracker/issues/13940),
 the following APIs are required to be supported by the Concert workflow integration.

  1. GET /api/projects/search_my_projects- to get list of SonarQube projects accessible to the user

    SonarQube integration is already available in the Automation library: https://automation-library.ibm.com/integrations/Sonar
